GORGON PROJECT

CHEVRON AUSTRALIA

A number of our key personnel have been heavily involved with Chevron’s Gorgon project throughout the construction, commissioning and operational phases.

A summary of the services provided is provided below:

  • Vessel pre-mobilisation and execution audits and inspections

WHEATSTONE PROJECT

CHEVRON AUSTRALIA

A number of our key personnel have been heavily involved with Chevron’s Wheatstone project throughout the baseline studies, site investigation, construction, commissioning and operational phases

A summary of example services provided are provided below:

  • Obtaining, implementation and close-out of regulatory permitting and approvals for offshore and onshore components

  • Delivery against project Environmental Basis of Design (EBOD)

  • Development and implementation of the compliance assurance process

  • Vessel and offshore platform pre-mobilisation and execution audits and inspections

  • EMS development, implementation and record-keeping for the Upstream component of the works

  • Oil spill planning, preparedness and response

  • Fill key positions within the Emergency Management Team

  • Development and implementation of the environmental bid evaluation process for major contracts

  • Manage environmental components of Upstream and Downstream major construction contracts including dredging offshore trenching, pipelay, secondary stabilisation, subsea installation, transport and install, hookup & commissioning and startup

  • Oversee contractor EMS development and implementation

  • Oversee quarantine and biosecurity management

  • Oversee the Environmental Management of Change (EMOC) process

  • Facilitate/participate in ENVID and HAZID workshops across all relevant contracts

  • Planning, executing and managing terrestrial and marine environmental monitoring programs

ONLINE MFO TRAINING COURSE

Developing an online Marine Fauna Observation (MFO) training tool was identified by ECS personnel as a solution to reduce costs and logistical challenges associated with traditional instructor led training, which involved having to train a large number of people at various times and locations.

Over a number of months, ECS personnel worked with technical developers to create, modify and then digitise the training material into a fit for purpose, user friendly and competency-based course that met the project regulatory requirements.

 

This scope of work resulted in a number of significant and positive outcomes for the client:

 

  • It eliminated expensive costs associated with time and travel for training providers and attendee, 

  • Reduced the logistical constraints often faced by contractors attempting to train suitable numbers of MFOs, which often lead to increased travel expenses and lost time due to delays

  • Allowed project workforce to carry out training either in situ (vessels or office) or from their own home

  • Provided a simple and accessible records management system

  • Allowed a greater number of contractors to be trained in marine fauna observations which resulted in greater environmental awareness of a larger number of the workforce ultimately putting the client in a better position to identify and manage potential environmental impacts, and

  • Expandable course that could be modified to be used on other similar projects

PRELUDE & CRUX PROJECTS

SHELL

This project included integration into the Shell Australia HES Team and involved review and full rewrite of the Prelude FLNG Environment Plan (EP), Oil Pollution Emergency Plan (OPEP) and Operational and Scientific Monitoring Plan (OSMP). 

This process also included identification of potential compliance issues and risks for start-up and operations followed by proposing improvements to approval commitments to optimise flexibility and implementation practicability for the longer term.

 

Additional services provided to Shell have included hazardous and Dangerous Goods assessments support using the Shell Product Stewardship process and environmental advisor provision for support in the Crux Project major contracts bid development and assessment process.

DAVIS AERODROME PROJECT

AUSTRALIAN ANTARCTIC PROGRAM

ECS have been heavily involved in the environmental impact assessment team for the Comprehensive Environmental Evaluation (CEE) of the Proposed Davis Aerodrome Project in the East Antarctic.

The proposed Davis aerodrome has been proposed to provide reliable year-round aviation access to Antarctica, support the Australian Antarctic Program for decades to come, enhance scientific research and Australia's leadership in the region.

NORTHERN OIL & GAS AUSTRALIA (NOGA)

ECS were engaged by NOGA for several services and support.

This included facilitating the annual Environmental Plan (EP) inspection, produce the annual compliance report to NOPSEMA, mapping out oil spill response financial assurance adequacy, updating key environmental management plans, review of other key management plans, facilitated updated oil spill modelling, development of the Company compliance assurance process for all regulatory approvals, developed a range of key compliance tools for Company use, updated the environmental risk register, developed the EP compliance register (3-year lookahead), assisted with closure of a number of NOPSEMA inspection actions, facilitated chemical ecotoxicity assessments, facilitated the PFW monitoring / reporting / remodelling, facilitated cooling water monitoring, and undertook a range of other environmental advisory tasks.

CONOCOPHILLIPS AUSTRALIA

(NOW SANTOS)

Update of ConocoPhillips Operational and Scientific Monitoring Plan (OSMP) and development of associated documents and tools such as Guidance Notes and Operational Documents.

TINYGREENS CO

Obtained approval under the Biodiversity Conservation Act 2016 and Biodiversity Conservation Regulations 2018 for TinyGreens Co to enable collection of marine algae (seaweed) species for commercial use which was a first in Western Australia.

PLUTO PROJECT

WOODSIDE PETROLEUM LTD

The following services were provided by key ECS personnel during the construction and commissioning phases of the Pluto project.

  • Obtaining regulatory approvals such as the EP, works approvals and licences for various work scopes

  • Contractor and stakeholder engagement and management

  • NGERS reporting

  • EMP/ EP development, approvals and implementation, and

  • Compliance assurance of contractors against commitments and regulatory requirements

WORLEY

ECS personnel have assisted WorleyParsons with a range of services across multiple projects, including:

  • Project management, planning, design and delivery of engineering and monitoring programs for large marine capital works projects (offshore dredging and trenching), including Sydney Desalination Plant, Kooragang Coal Export Terminal Expansion, Energy Australia Cable Project and Port Headland Port Authority Port Expansion

  • A broad range of coastal engineering projects in line with engineering guidelines, procedures and customer requirements

  • Setup, programming and on-site maintenance of environmental monitoring instrumentation to deliver effective monitoring programs across a range of environments and countries

  • Extensive fieldwork coordination and experience, including management and operation of project vessel and crew and the development, implementation and progression of HSE systems for construction sites and plant

HAYPOINT COAL TERMINAL EXPANSION

HPX3 PROJECT

Provision of environmental advisor services for the construction of a 2km coal trestle and berth extension as part of the Hay Point Coal Terminal Expansion (HPX3 Project), encompassing piling, drilling, reclamation works at both on and offshore locations.

During this project, a range of services were provided, including the provision of environmental advice for various onshore and offshore work areas including laydown areas, jack-up-barges, marine vessels, dumb barges and offshore structures, sampling and analysis of the Project environmental monitoring programs including drill spoil, sewage, stormwater, noise, sediment plumes and marine fauna, development of Construction EMPs and assurance of compliance with environmental requirements in accordance with CEMPs, client commitments and regulatory requirements.
